Requirements :

  • A SAQA recognized NQF level 7 tertiary qualification in Public or Business Administration/ Public Management/Office Management or equivalent qualification at NQF Level 7. A Postgraduate Degree in management will be an added advantage. A minimum of 5 years’ applicable experience at Middle Management level. Knowledge of the Public Management Framework, problem-solving and decision making skills, good communication skills, analytical thinking, advanced programme /project/resource and financial management skills and advanced computer skills. Willingness to travel and work irregular hours, good interpersonal relations and working in a team. Be in possession of a valid Driver’s Licence (with exception for people living with disabilities).

Duties :

  • Provide strategic support and administration to the Head of Department. Ensure compliance with requirements from the Legislature, Office of the Premier’s Executive Cabinet Support, Office of the MEC, Departments within the Social Cluster and other key stakeholders. Ensure streamlining of activities between the Office of the HOD and the Office of the MEC,Collate and coordinate reports and responses for the legislature, Parliament and other key stakeholders , Conduct quality checks of correspondence ,reports and documents. Coordinate strategic meetings within the department . Analyse correspondence from Key National and Provincial Departments, Partners, Private Sector, Universities and other stakeholders. Provide strategic input to the HOD’s programme/diary in terms of prioritisation on meetings for the HOD, Analyse key issues for the Head of Department with regard to priorities as per the Provincial TMR, National Department of Health Priorities and the Social Cluster Agenda, Develop operational norms and standards for the Office of the HOD .Build sound and sustainable relationships between the employer and the employees, representative bodies and all role-players. Develop and maintain systems that will contribute towards improving efficiency in the offices of the HOD and the Secretariat Unit. Oversee the safekeeping of all documentation in the Office of the Head of Department. Manage staff in the Office of the HOD. Contract with all the staff and conduct mid-term assessments as required by the PMDS policy, ensure the development of staff through training and briefing sessions in the offices of the HOD. Identify budget needs and manage office allocated budget and ensure adherence to budget schedules, work plans and performance requirements.
