Requirements :

  • Bachelor’s Degree in Information Technology/ Project Management qualification at NQF level 7 as recognized by SAQA. Programme or Project Management Certification. A minimum of 5 years’ relevant experience in the design, development and implementation of ICT systems and infrastructure at a Middle Management Level (Deputy Director). Must have a valid Driver’s Licence (with exception for people living with disabilities).Experience in managing large scale ICT programmes and projects will be added advantage. Knowledge of project risk management, project analysis and appraisal techniques. The ability to prepare and present sound project and programme reports. Strategic leadership and management skills. Knowledge of the Government Supply Chain Management Policy Framework. Strong operational financial management skills. Strong effective communication skills. Knowledge of systems, processes, procedures, policies and legislation relevant to the field of ICT.

Duties :

  • Ensure adequate planning for all Provincial Health ICT programmes and projects. Direct and provide leadership in the initiation, planning and design of Provincial ICT Projects. Oversee the implementation of all Provincial ICT projects. Monitor and ensure effective financial control. Manage adequate engagements with all Provincial Health, 3rd party and Provincial stakeholders. Prepare monthly Programme and project reports for Senior Management across all Governance structures within Health as well as at a Provincial level. Identify and manage programme and project risks. Ensure service provider delivery is in line with Programme and Project objectives. Ensure and manage optimal resource allocation and utilisation during the implementation of various programmes and projects. Ensure compliance with Supply Chain Management policies and relevant legislation with regard to ICT projects. Oversee people management and ensure adequacy of technical skills at all times. Drive a culture of patient service excellence. Build organisational capacity and Institutionalise knowledge management within Provincial ICT. Develop and implement project management policy and standards. Maintain Programme and Project Management procedures, norms and standards. Manage initiation and development of projects. Monitor and control projects to ensure effective project execution. Facilitate the functioning of Programme and Project Management Steering Committees.
