Grade 12 (Matric) / Equivalent plus NQF level 7 or relevant qualification in Supply Chain Management. Minimum of 3 years as Material Recording Clerk Level 7/ Supervisor in Supply Chain Management environment. Ability to work under pressure and meet deadlines. Leadership and team supervision, planning and organising, problem solving and decision making, communication ( verbal and written), attention to detail and accuracy, Computer skills (Microsoft package, mainly MS excel). Ability to interpret and implement policies, directives, and guidelines of Gauteng Department of Health. Must have the understanding and knowledge of Supply Chain Management and the following prescripts: PFMA, PPPFA, PPR 2022, Treasury Regulations, BBBEE and Treasury Notes. Analytical Skills (Added): Proven ability to perform financial calculations, and the development of multi-weighted scoring models for evaluations. Willing to undergo vetting and security clearance. Valid Driver’s Licence and Knowledge of SAP system added as advantage.
Duties :

Ensure that assets are properly accounted for in the Asset Register and complies with National Treasury Guidelines. Update new additions, movements, transfers and disposals. Reconcile BAS with the Asset Register on monthly basis. Monitor all entries made on the Asset Register as per minimum requirements. Identify and facilitate the disposal of redundant and obsolete assets. Retiring of all losses and disposed assets in the register. Monitor the provision of fleet service management within the province. Confirm compliance with the fleet management policy. Report accidents and administer claims. Ensure fines are dealt with in terms of approved policies. Monitor monthly fleet vehicle usage reports. Maintain all registers and provide monthly statistics on vehicle usage. Ensure that the department fleet is properly maintained. Reconcile and confirm correctness of the monthly fuel transaction reports. Process and submit monthly log returns and forward to head office.
Ensure that asset policies and procedures guidelines are implemented and warrant compliance thereof. Ensure that the department perform annual physical asset verification of movable assets monitor and review the allocation of assets to asset holders, ensure spot checks are performed on a weekly basis. Update inventory lists conduct and conduct investigations on unverified assets. Implement and manage registers for Finance Leases. Ensure proper annual reporting and reconciliations. Quality assurance of asset and fleet management processes.
Allocate duties and perform quality control on the work delivered by supervisors. Advise and lead supervisors regarding all aspects of the work. Manage performance, conduct and discipline of supervisors. Ensure that all supervisors are trained and developed to be able to deliver work of the required standard efficiently and effectively. Develop, implement and monitor work systems and processes to ensure efficient and effective functioning.
Ensure that Quarterly review performance of staff within Asset Management in line with the Human Resources Management guideline.
