Requirements :

  • An NQF Level 7 qualification in International Relations, Political Science, Public Administration/ Management, Development Studies, Law, Economics or related field. A post graduate Degree in the related fields would be an added advantage. 5 years of experience at a middle/senior managerial level. Extensive experience in international relations and para-diplomacy, Intergovernmental and stakeholder relations, Strategic planning and policy development. Programme and project management. Managing international partnerships, protocols, and cooperation agreements. Engagement with government departments, diplomatic missions, and international organisations. KEY COMPETENCIES: The incumbent should demonstrate strategic leadership and directorate management capabilities, including the ability to conceptualise, develop and implement international relations strategies, manage programmes and projects, lead and empower provincial departments in the international relations field, and ensure effective financial and resource management. Strong stakeholder management, diplomacy communication, and negotiation skills to build and maintain partnerships with government institutions, diplomatic missions, and international organizations. Ability to undertake policy development and analysis, provide strategic advice, conduct research, manage change, and make sound decisions based on evidence and analysis. Excellent communication, problem-solving, and knowledge management skills are essential to support effective coordination, reporting, and the achievement of organisational and government priorities.

Duties :

  • Conceptualise, Develop, implement and monitor the Gauteng Provincial Government (GPG) 5-Year International Relations Framework and Strategy. Coordinate and oversee the implementation of the annual International Relations Programme and monitor progress against strategic objectives. Conduct research, policy analysis and provide strategic advice on regional, continental and global issues to support provincial priorities and the Medium-Term Development Plan. Monitor and evaluate the effectiveness of international relations initiatives, partnerships and bilateral engagements, ensuring implementation of agreed commitments and reporting on outcomes. Coordinate and facilitate international relations engagements, agreements and cooperation programmes in collaboration with the Department of International Relations and Cooperation (DIRCO) and GPG departments. Promote and integrate diplomatic principles, including commercial, public, cultural and bilateral diplomacy, across government engagements and programmes. Lead intergovernmental and stakeholder coordination on international relations matters and provide strategic support to decision-making structures. Manage the financial, human and operational resources of the Directorate, including budgeting, performance management, governance and compliance responsibilities.

Attend a DPSA-prescribed SMS Competency Assessment if recommended by the Selection Committee following the interview process. Appointment to an SMS post is subject to successful completion of the Nyukela Pre-Entry Programme (Certificate for Entry into the SMS) offered by the National School of Government (NSG). The successful candidate must provide proof of registration and successful completion of the programme prior to appointment. The cost of the programme is for the applicant's own account.
