Senior Certificate (Grade 12) or equivalent qualification. An MBChB/MBBCh degree or equivalent medical qualification that permits registration with the Health Professions Council of South Africa (HPCSA) as a Medical Practitioner. Current registration with the HPCSA as a Medical Practitioner is required. A minimum of three (3) years’ appropriate experience following registration as an independent Medical Practitioner is required. A relevant postgraduate qualification in a clinical, healthcare management, public health, business administration or related field will be an added advantage. A valid driver’s licence is an inherent requirement of the post.
The successful candidate must demonstrate sound clinical knowledge and leadership capability, with strong planning, organisational, negotiation, problem-solving and decision-making skills. The candidate must be able to analyse complex clinical and operational information, identify risks and challenges and develop practical and sustainable solutions to improve clinical service delivery. Computer literacy with demonstrated proficiency in Microsoft Office applications, including but not limited to Microsoft Word, Excel, PowerPoint, Outlook and Microsoft Teams, is required.
The candidate must have sound knowledge and understanding of the legislative and policy framework governing healthcare and the Public Service, including the National Health Act, Public Finance Management Act (PFMA), Public Service Act (PSA) and its Regulations, Mental Health Care Act, and other relevant legislation, regulations, policies and prescripts. The successful candidate must have the ability to work effectively under pressure, manage a demanding workload and provide leadership within a complex hospital environment. The incumbent must be willing and be available to participate in the management of the hospital after hours.
Inherent requirement of the post: Participation in the hospital's after-hours call system is compulsory, including participation in Commuted Overtime in accordance with applicable policies and prescripts.
Duties :

Provide strategic, clinical and operational leadership in the planning, management, coordination, monitoring and evaluation of medical and clinical services at Pholosong Regional Hospital, ensuring the delivery of safe, effective, efficient, patient-centred and high-quality regional hospital services. Provide leadership and oversight to clinical departments and ensure effective coordination of services across the hospital. Support the Hospital Executive Management Team in the day-to-day management of the institution and actively participate as a senior member of the hospital's Executive Management Committee (EXCO) and other relevant governance and management structures. Plan, manage, monitor and evaluate the activities and performance of the Medical Services Directorate, ensuring alignment with departmental strategic priorities, the hospital's Annual Operational Plan, applicable performance indicators and service delivery targets. Promote and strengthen clinical governance across all medical disciplines, including quality assurance, clinical audits, morbidity and mortality reviews, patient safety initiatives, risk management, infection prevention and control, and implementation of corrective measures arising from clinical governance processes. Ensure compliance with applicable healthcare standards, regulatory requirements, departmental policies, clinical protocols and quality standards, including requirements of the Office of Health Standards Compliance (OHSC) and other relevant regulatory bodies. Provide strategic leadership in the development and effective functioning of Functional Business Units (FBUs), promoting decentralised management, accountability, multidisciplinary teamwork, performance monitoring and efficient utilisation of resources.Plan, manage and exercise appropriate oversight over resources allocated to Medical Services, including human resources, financial resources, equipment, infrastructure, pharmaceuticals and other clinical resources. Promote efficient, economical and responsible utilisation of resources in accordance with the PFMA and applicable Public Service and departmental prescripts.Lead and support workforce planning, recruitment, retention, development and performance management of medical personnel. Ensure compliance with the Performance Management and Development System (PMDS), including timely contracting, performance reviews and final assessments.Analyse clinical, operational and performance information to identify service delivery gaps, risks and opportunities for improvement. Develop and implement appropriate interventions and monitor their effectiveness in improving patient outcomes and organisational performance.Provide leadership during operational pressures, major incidents and other situations requiring senior clinical management intervention. Participate in the hospital's after-hours management and Commuted Overtime system and perform other reasonable duties delegated by the Chief Executive Officer or relevant authority.
