A Grade 12 Certificate, an appropriate relevant Bachelor’s Degree (NQF 7) in public administration or any other equivalent qualification. A minimum of 10 years’ working experience in the health or HRD related field of which five years must be as a Middle Manager. Knowledge and Experience HRD, bursaries, regulations and policy work framework. Understanding the PFMA regulations. A valid driver’s license. Leadership, written and verbal Communication Skills. Ethical practices and confidentiality. Understanding the current issues and trends in bursaries and development issues amongst health care workers. Knowledge of health-related and finance legislation and policy. COMPETENCIES NEEDED: Good Communication (written, verbal, presentation, and negotiation) skills. Proficient in computer skills in particular Excel, Word, Power Point Outlook. Ability to plan, organize. Coordination and Negotiations skills Project Management. Candidate will be subjected to computer skills test. Driver’s licence and ability to drive. Knowledge of policy governing bursaries and Human Resource Development Strategy. A high level of diligence and commitment in ensuring that all duties are performed according to standard, quality and meet the time frames set. An independent critical thinker. An ability to work independently. Ability to work in a team, under pressure and meet set deadlines.
Duties :

To manage and oversee the effective Department’s bursary programme by ensuring governance, financial management, and operational coordination of bursary administration and implementation. The role is responsible for leading the Bursary Unit, managing staff, ensuring compliance with departmental policies, and facilitating stakeholder engagement with academic institutions and beneficiaries. Develop and implement the bursary management strategy aligned with departmental skills development priorities and the Annual Performance Plan (APP). Oversee the full bursary academic cycles including advertisement, selection, contracting, monitoring, payment processes and renewal process. Ensure alignment of bursary allocations with identified scarce and critical skills within the Department. Monitor the performance of the bursary programme and implement improvements where necessary. Manage and monitor the bursary budget to ensure efficient utilisation of funds. Oversee financial reconciliation and payment processes with academic institutions. Ensure financial reporting and expenditure tracking for internal and external bursaries. Ensure bursary administration complies with departmental bursary policy and Public Finance Management Act (PFMA). Prepare and submit reports for governance structures such as HRD Committees and Bursary Review and Adjudication Committees (BRAC). Ensure proper record management, audit compliance, and monitoring of contractual obligations.
