Requirements :

  • A bachelor’s degree or equivalent qualification in Financial Accounting or Financial Management (NQF 7). Ten (10) years relevant experience in Finance of which five (05) years must be at an Assistant Director level. Experience in Supply Chain Management and Financial Management in a hospital will be an added advantage. Computer efficiency and driver’s license is essential. Extensive knowledge of Public Finance Management Act, Treasury Regulations, Supply Chain Management Policies and Procedures, Resource Management, Budget Management, Change Management as well as Risk Management. Leadership skills, problem solving skills, time management, strategic and operational planning, project management skills, good communication skills, policy analysis and development, client orientation and customer focus. Strong numerical skills and analytical ability.

Duties :

  • Develop a business operational plan in line with the strategic objectives of the department and hospital. Monitor the implementation of the business plans, organize and control activities. Develop operational standards and ensure the attainability/sustainability of these standards. Compile monthly, quarterly and annual reports. Render an effective financial management process in line with PFMA. Compile annual budget projections and ensure that budget preparations are in line with strategic plans and hospital objectives. Effective management and monitoring of the grants. Ensure that grants spend according to DORA. Plan and prioritize expenditure in line with the budget. Monitor expenditure trends through monthly and quarterly reports. Effective management of accruals and monitoring of SAP reports (open PO’s, partially paid report and GRV no invoice reports). Manage revenue collection by maximizing debt recovery methods to obtain targets. Ensure that billing of patients is done timely and according to procedure manual. Provide strong leadership in Case Management Unit. Ensure that all externally funded cases are managed effectively and correct application of ICD 10 coding. Ensure that reports are generated and submitted to the CEO and Central Office. Manage the implementation of Policies, Practices, Procedures based on PFMA directives and Treasury Regulations. Ensure effective management of the implementation of Policies, delegations, Audit recommendations and procedures. Ensure effective internal controls and compliance to policies, procedures, and regulations. Develop financial and supply chain communication strategies and systems for the hospital. Compile and evaluate audit action plans monthly and submit to management for reviews. Develop, implement, maintain and capacitate effective transversal Financial System (BAS/SAP/SRM). Manage the authorization of payments on the SAP/SRM/BAS Systems. Manage and authorize financial reports (in Year Monitoring, Non-negotiables). Manage and authorize the monthly reconciliation of BAS/SAP/HIS, BAS/PERSAL, BAS/PARKING & ACCOMMODATION, BAS/ E-Receipts and other reconciliations. Ensure effective risk management of the unit. Effective management of human resources in the finance section.
