An NQF level 7 tertiary qualification (Bachelor's Degree/Advanced Diploma) in Health-related field as recognised by SAQA. A minimum of five (5) years’ applicable experience in District Health Services environment at a Middle Management Level. A Degree/Diploma in Public Health Management will be an added advantage. A valid Driver’s Licence. The candidate must have good interpersonal, people management and leadership skills. Knowledge and understanding of relevant legislation such as National Health Act, Public Finance Management Act (PMFA), Public Service Act and related regulations and policies. CORE COMPETENCIES: Strategic capability and leadership programme and project management, financial management, change management, people management and empowerment. Progress Competencies: Service delivery innovation, knowledge management, problem solving and analysis, communication, client orientation and customer focus.
Duties :

Plan, direct, co-ordinate and manage the efficient and effective delivery of health/ medical and administrative support services at District level within the prevailing legal and statutory framework. Work with key Primary Health Care management teams at District level, Represent the district at provincial and public forums. Provide strategic leadership and to improve operational efficiency within the health establishment to improve health outcomes. Ensure the implementation of the ICRM in all the clinics, lead the attainment of the ideal status and accreditation by OHSC. Monitor the implementation of the strategic health programmes in the District. Ensure the integration of health services at all levels of the health system with specific reference to the role and contribution of the private sector, development partners and relevant stakeholders. Ensure the establishment of the health facilities in all facilities in the sub districts, to improve access to health services by communities. Implement Community Health Worker programme as part of the community-based services component of the Primary Health Care, Coordinate all district support partners in the implementation of the key mandates of both national and provincial departments of health, Monitor the establishment and functionality of Contracting Units for Primary Health Care (CUPs) within the District. Lead the development and monitoring of the District Health Plans, Operational Plans in line with the National Health Planning Guidelines and Provincial Annual Performance Plan. Facilitate Monitoring and Evaluation through District Quarterly Reviews in line with the District Health Plans. Ensure that the District Health System provides a platform to consolidate the provision of a primary healthcare package of services in fixed and community outreach service areas. Ensure functionality of referral systems within the district health system. Conduct regular review visits to health districts to provide support in providing a comprehensive basket of health services. Manage areas of community dissatisfaction to access to services and any other District Health inquiries or queries. Oversee clinical governance to ensure high standards of patient care, establish community networks and report to the relevant Governance structures.
