Grade 12 Certificate with National Diploma or Degree in either Public Administration/Management or Health Sciences. and a Post graduate qualification in Monitoring and Evaluation will be an added advantage. The incumbent should have at least 3 years’ experience at an Assistant Director level in one or more of the following; Monitoring and Evaluation, Health Information Management, Planning and Health Policy. Knowledge of monitoring and evaluation of health programmes and systems. Ability to analyze and interpret data using statistical software and report writing. Project management, planning, coordination, organizational and problem- solving skills are essential. Presentation, good communication skills (verbal and written) and advanced computer skills are important. Knowledge of policies and procedures, relevant legislation and Public Service Regulations. Working knowledge of Health Information Management System. A valid driver’s license is compulsory.
Duties :
-
Develop and implement a Monitoring and Evaluation framework for the district. Coordinate, collect and analyze data, draw trends and forecast based on the district performance. Formulate and co-ordinate the implementation of appropriate interventions to address weaknesses, and non-performance identified. Assist with the implementation of outcomes approaches for programs and the district. Conduct research in several highly specialized areas related to performance monitoring and evaluation specifically around outcome-based approach and program of action. Devise creative solutions for program challenges. Monitor, prepare, and coordinate monthly, quarterly and annual departmental reporting for the district. Lead in coordination and the preparation, production and implementation of various strategic health reports (Annual Performance Plan, Operational Plan, District Health Plan, etc). Provide technical Monitoring and Evaluation support and strengthen collaboration with programmes. Participate in the reviews of the National Indicator Data Sets (NIDS) and Provincial Indicator Data Sets (PIDS). Lead and coordinate District audit queries reports and responses to Internal and Auditor General findings. Candidates might be expected to take part in a practical test.
