Requirements :

• Matric and an appropriate SAQA recognized three-year relevant Degree/Advanced National Diploma in Supply Chain Management/Logistics Management/Public Administration qualification at NQF Level 7 plus a minimum of 5 years relevant Supply Chain Management experience, of which at least 3 years must be at Assistant Director supervisory level within Assets and/or Inventory Management environment. Extensive experience in inventory and Assets Management within the Public Health Sector will serve as a strong recommendation. In addition, candidate must be computer literate with advanced Teams, Excel and Word. Competencies: Extensive knowledge and understanding of Supply Chain Management processes, PFMA, Treasury Regulations, PPPFDA, Public Ser vice Regulations and all relevant National and Provincial prescripts governing Assets and Inventory Management. Candidate must demonstrate strong strategic leadership, policy implementation, people management, project management, report writing, presentation, analytical, auditing, governance, risk management and stakeholder management skills.

Duties :

• Provide strategic leadership, management and oversight of the Assets and Inventory Management component within the SCM Department. Develop, implement and monitor strategic operational plans aligned to departmental objectives and audit action plans. Manage the component budget and ensure effective, efficient and economical utilization of financial and physical resources. Ensure optimal stock availability and effective maintenance of an accurate and compliant Asset Register in accordance with GRAP standards and departmental prescripts. Ensure adherence to Inventory and Assets Management national and provincial policies, procedures, systems and internal controls to improve governance and compliance. Coordinate and oversee statutory processes and reports relating to Stock Take, Asset Verification, Disposal Management, Loss Control and Inventory Reconciliation processes. Facilitate investigation and prevention of irregular expenditure, fruitless and wasteful expenditure, losses and audit findings within the component. Provide strategic support during internal and external audits including Auditor-General engagements, audit action plans and implementation of audit recommendations. Monitor compliance with Risk Management, Internal control systems and departmental governance frameworks. Strengthen cooperation and relationships with relevant internal and external stakeholders to improve service delivery and operational efficiency. Develop and implement systems to improve inventory accuracy, warehouse management, stock movement control and safeguarding of departmental assets. Ensure proper contract and supplier performance monitoring related to Assets and Inventory Management services. Compile and present management reports, submissions, statistics and performance information to Senior Management, various hospital committees including EXCO and relevant governance structures. Manage and utilize human resources in accordance with HR directives, labour legislation and performance management frameworks. Provide mentorship, training and capacity building to subordinates and ensure effective performance management within the section. Drive innovation, continuous improvement and implementation of best practices within the Assets and Inventory Management environment.
