Grade 12/National Certificate at NQF Level 4. Degree/BTech/ Advanced Diploma at NQF Level 7 in Accounting/ Supply Chain Management/ Logistics/ Transport management. 3 - 5 years’ experience at administrative supervisory level within Finance operations/accounting/Supply Chain Management/ Logistics/ Transport environment. No criminal record or any case pending against you. A valid Driver’s License. Knowledge and Skills: Intermediary to advanced working knowledge of MS Word, MS Excel, MS PowerPoint and MS Outlook. Advanced working knowledge of the Basic Accounting System (BAS) and PERSAL and SAP. Public Finance Management Act (PFMA) and Treasury regulations. Accounting / mathematical acumen. Computer Skills. Planning and organization. Language. Good verbal and written communication skills. Presentation skills.
Duties :
-
Manage and ensure that departmental vehicles are inspected, and inspection reports are generated to ensure that the Transport asset register is complete. Coordinate and ensure that the Fleet asset register is kept up to date and reviewed monthly by supervisor. Manage and keep accurate records on accidents. Coordinate and ensure that vehicles that are not leased are: Licensed, petrol cards are renewed, booked in for repairs and maintenance. Reconcile invoices from Fleet Lessor’s and Fleet Management Service providers pertaining to the departmental fleet with the departmental Asset register and resolve exceptions. Manage and ensure that all financial reports pertaining to the department’s fleet assets are compiled and submitted for review to the supervisor monthly, quarterly and for financial year end purposes. Process Subsistence and Travel (S&T) claims and ensure records are kept and financial reports pertaining to S&T claims are accurately compiled and submitted to the supervisor for review timeously. Manage transport service according to the Departmental Transport and Fleet policy and the Departmental Subsistence and Travel Policy. Issuing confirmation of availability of stock. Update bin cards, ordering. Manage and ensure Stock counts of inventory are performed in the different regions. Manage and ensure that reports pertaining to the stock counts to be included in the statutory PFMA Section 40 are accurately compiled and submitted for review. Compile monthly, quarterly and yearly Inventory reconciliations with BAS according to the PFMA and related accounting standards and ensure that they are submitted to the supervisor timeously for review. Compile accurate and up to date cellphones and other devices (Push to Talk devices, dash and body Cams etc.) register for supervisor’s monthly review. Compile reconciliation between all the registers and BAS and clear exceptions for the Supervisors review. Coordinate and ensure that all cellphones are insured and facilitate claims and repairs of cellphones and other gadgets. Perform a reconciliation between the billing (Invoices) from the service providers and the department’s cellphone and other gadgets register. Ensure that reconciling items are cleared timeously. Compile monthly reports pertaining to cellphones and other Gadgets that will be included in the departments PMFA Section 40 reports and in the Annual Financial Statements. Prepare reports/reconciliations relating to the departments leased and owned Fleet for submission to Financial Statements team for purposes of Section 40 of PFMA reporting, monthly, quarterly and on annual basis. Prepare reports/reconciliations relating to the departments Inventory for submission to Financial Statements team for purposes of Section 40 of PFMA reporting, monthly, quarterly and on annual basis. Prepare reports/reconciliations relating to the Communications devices (cell phones, PTT’s, body cams etc Financial Statements team for purposes of Section 40 of PFMA reporting, monthly, quarterly and on annual basis. Prepare reports from the conducted Vehicle verification counts in conjunction with the Asset Management unit of the department. Manage the performance of staff. Coordinate and ensure that all are trained and developed to be able to deliver work of the required standard efficiently and effectively. Manage leave is utilized and managed according to the relevant policies and instructions. Develop, implement, and monitor work systems and processes to ensure efficient and effective functioning.
