Grade 12 plus relevant tertiary qualification at NQF level 7 in Supply Chain Management or Financial Management or Public Management/Administration or equivalent commerce related qualification. A minimum of 3 years’ junior management experience in Asset Management or Supply Chain Management (Assistant Director level or similar). Knowledge of PFMA, Treasury Regulations, Financial and Supply Chain Management Systems. Valid driver’s license.
Duties :
-
To manage the sub-directorate, develop, review and implement physical asset management framework and policies. Effective co-ordination of asset management activities within the department and maintenance of the asset register and implementation of Asset Management System. Manage and review asset reconciliation process by ensuring that monthly BAS/asset register reconciliations are prepared and all discrepancies being investigated and addressed through passing of journals. Manage planning and co-ordination of physical asset verification by ensuring that all the necessary logistics are arranged. Manage preparation of reports for the units by ensuring that monthly, quarterly and annually reports are prepared and submitted timeously / Annual Financial Statements (AFS). Ensure that all redundant, obsolete and damaged assets are identified and recorded on the asset disposal lists; and prepare submissions for Asset Disposal Committee (ADC) to grant approval for disposals. Monitor and review logistical and disposal management regarding the processing of requisitions for goods and services, placement of orders for goods and services, safekeeping and distribution of goods, stock control. Manage updating and maintenance of the inventory register. Manage and monitor verification of the information contained in the register. Perform strategic and annual physical asset management planning, establish the asset management capability of the department, Ensure the monitoring of assets though verification (physical condition, functionality, utilisation and financial performance) evaluation and reporting. Monitor and review the capturing of all physical (moveable and immoveable) assets in the physical asset management registers. Monitor and review the allocation of assets to asset holders. Oversee and review the monitoring of assets in accordance with the relevant policy and procedures. Inform guide and advice departmental employees on asset management matters to promote correct implementation of sound asset management practices. Perform any other duties as assigned by the management. Manage the Sub Directorate: Asset Management. Maintenance of discipline, and management of performance and development. Undertake Human Resource and other related administrative functions. Establish implement and maintain efficient and effective communication arrangements. Develop and manage the operational plan of the sub-directorate and report on progress as required. Develop implement and maintain processes to ensure proper control of work. Compile and submit all required administrative reports. Serve on transverse task teams as required. Procurement and managing of asset for the sub directorate. Planning and allocation of work to employees. Quality control of work delivered by employees. Functional technical advice and guidance.
