Requirements :

  • A Grade 12 certificate and an appropriate National Diploma or Degree in Human Resources Management, Industrial Psychology, or another relevant qualification recognized by SAQA. A minimum of 10 years’ relevant experience in Human Resources Management as an HR Generalist, of which at least 3 years must be at a middle management level (ASD), including relevant managerial/supervisory experience. A relevant postgraduate qualification will be an added advantage. Demonstrated ability to develop, implement, monitor, and evaluate HR policies, procedures, and standard operating procedures; to interpret, analyse, and present HR data and reports; and to manage and draw reports from the PERSAL system. Extensive computer literacy (MS Office) and excellent writing, communication, presentation, leadership, interpersonal, problem-solving, and customer-care skills are required. Applicants must be able to work independently, manage staff, adhere to strict deadlines, perform under pressure, and interact effectively with diverse stakeholders. Sound knowledge of the Public Service legislative and regulatory framework, including the Public Service Act, Public Service Regulations, Labour Relations Act, Employment Equity Act, Skills Development Act, Basic Conditions of Employment Act, Public Finance Management Act, PSCBC resolutions, and other relevant bargaining council resolutions and HR prescripts is essential. Knowledge of quality assurance in the public health sector and competencies in strategic capability and leadership, people management and empowerment, programme and project management, service-delivery innovation, client orientation and customer focus are required. A valid driver’s licence is essential.

Duties :

  • Implement HR policies and strategies and ensure alignment of the organizational structure with the hospital’s strategic plan. Develop and maintain standard operating procedures within areas of responsibility. Manage HR information, knowledge, personnel records, leave administration, labour relations, salary administration, remuneration, compensation and conditions of service, and Human Resource Development. Monitor and evaluate the implementation of HR strategies and the quality of information captured on PERSAL and other HR databases. Render efficient HR administration services, including the Performance Management and Development System (PMDS). Manage appointments, transfers, and terminations on PERSAL; authorize manual and electronic transactions; verify source documents; and maintain the post establishment on the HRM database. Coordinate the development of the institutional HR plan in line with the allocated budget/grants and participate in institutional planning processes. Attend to Ethics Officer duties. Attend to Auditor-General findings, National Core Standards/Ideal Hospital Framework requirements, and HR risk management, and compile and implement action plans and related reports.
