Grade 12 plus National Diploma (NQF Level 6)/ Bachelor’s degree (NQF Level 7) in Human Resource Management or relevant qualification as recognised by SAQA. Persal Knowledge will be an added advantage. Minimum of 1-2 years relevant experience in Human Resource Management environment.
Competencies: Computer Literacy, Good communication (verbal and written) skills. Knowledge of relevant legislation and Public Service Regulations, Public Service Act (PSA), Pubic Service Regulation (PSR), Employment Equity Act (EEA), White Paper on Transformation and Batho Pele, Human Resource Systems (Persal/ BAS/ etc), Basic Condition of Employment Act (BCEA), Labour Relation Act, Public Financial Management Act (PFMA), Promotion of Access to Information Act (PAIA), PERSAL and other HR information management systems. Innovative/ Creative, Responsiveness, Report writing, Time management, Organizing and Planning, Financial Management, Policy Analysis and Problem Solving and Decision-Making skills.
Duties :
-
Update HR database for exits, appointments and recruitment. Compile mandates for the process of employee benefits, payments of monthly cash reward for the long service. Facilitate the process of pension pay-out and leave gratuity to officials who exited the Department. Facilitate Human Resources awareness workshops. Draft memos for recruitment process. Prepare draft adverts. Advertise vacant and funded post as and when vacated. Administer the Shortlisting and Interview processes. Issue out offers letters and regret letters. Prepare mandates for appointments, promotions, transfers, and terminations. Administer the process of Resettlement. Conduct background checks. Capturing of Leave via SAP Backend. Verification of Leave interfaced on PERSAL. Auditing of Leave. Appointment of new officials on SAP and termination of exiting employees. Prepare PILIR and ill health retirement applications for submitting to the Health Risk Manager. Submit information for audit as per request.
