A Degree in Economics, Development Economics, Metallurgy, Agricultural Economics (NQF Level 7 qualification as recognized by SAQA). 3-5 years’ relevant experience in junior management (at an Assistant Director level) position within Economics/Development Economics Environment/ Mining environment
Duties :
-
Develop and review Natural based resources sector policies and frameworks. Facilitate the development and maintenance of a comprehensive and tailor-made ecosystem for the resource based (Primary) sector. Develop and review growth enhancing strategies for the resource based (Primary) sector. Implement policies and strategies that advance coordination and cooperation amongst the different spheres of government. Develop implementation guidelines for reviewed policies and strategies. Drive economic sector strategy development and analysis process to support departmental objectives. Conduct research and analyse sector strategies to support informed decision making. Evaluate the relevance of current policies and strategies, and identify areas for potential review. Conduct benchmark against best practice resource based (Primary) strategies, policies and common practices. Implement research findings on Sector plans to develop programmes that enhance business efficiency and competitiveness. Provide SMME support programmess aimed at fostering job creation. Identify implementation challenges within existing sector programmes and mechanisms. Develop new programmes and mechanisms to accelerate the growth and sustainability of the sector. Provide market access platforms and opportunities for small businesses. Provide business linkages with Private sector and Investors. Manage capacity building programmes. Coordinate the development of skills within the Resource Based (Primary) sector. Align employment creation and growth with the provincial and national development plan. Identify skills gap within support support and ensure capacity building within the team. Coordinate stakeholder relations. Maintain effective communication with internal and external stakeholders. Communicate new and improved sector policies and strategies. Collaborate with internal and external stakeholders in the development of policies and strategies for resource based (primary) sector. Prepare speeches and briefing notes for the political office bearers on the development of policies and strategies for resource based. Correspond with research and educational institutions on the policies and strategies on resource based. Manage Resources. Manage the utilization of people and equipment. Manage the performance of supervised staff. Develop staff. Motivate staff and cultivate a culture of service delivery. Monitor budget expenditure for OD projects. Assess progress; generate information for policy and strategy management and decision making. Report monthly, quarterly and annually on sector policies and strategies. Manage responses to audit queries.
