Grade 12. A National Diploma / Degree in Supply Chain Management, Logistics, Public Management, Finance, or related field will be an added advantage. Candidates must have at least 5 years’ experience in provisioning administration and supply chain management. Knowledge of procurement procedures. Sound knowledge of PFMA, Treasury Regulations, PPPFA, Preferential Procurement Regulations, and SCM policies. Understanding of SCM processes: Demand, Acquisition, Logistics, Disposal, and Contract Management. Good record-keeping and document management skills. Ability to work under pressure and meet deadlines. Strong organisational, administrative, and time management skills. Attention to detail and accuracy. Supervisory, communication skills and must be Computer literate, with proficiency in MS Word, Excel, and Outlook. Experience in SAP, SRM, BAS systems and public sector procurement?
Duties :
-
Provide procurement support to all divisions to ensure effective implementation of the Demand Management and Procurement Plans. Advise and support end users on the correct application of procurement procedures in line with SCM policies and legislation. Coordinate and facilitate procurement requests from chief users and user departments and prepare and administer weekly Quotation Adjudication Committee (QAC) meetings, including the compilation and verification of submissions. Ensure that minutes of meetings are corrected, finalised, and approved before subsequent meetings and that SLA and SCM policies are adhered to. Monitor staff performance and development, conduct Performance Management and Development System (PMDS) appraisals, and support capacity building initiatives. Attend SCM and management meetings, provide feedback to the line manager and staff, and contribute to operational decision making. Liaise with suppliers on all procurement-related matters, including queries, clarifications, and performance issues.
Supervise asset department and ensure compliance to asset management policy. Monitor and enforce strict compliance with prescribed procurement regulations, procedures, and delegations. Provide support to stores personnel during emergencies and peak demand periods to ensure continuity of service delivery. Ensure timeous submission of reports and perform any other reasonable duties delegated to him/her.
