Requirements :

An appropriate Bachelor’s Degree or equivalent qualification in health related field. Registration with the relevant statutory body. Computer literacy (MS Word, Excel and PowerPoint). The incumbent must have a valid Driver’s Licence. A minimum of 10 years appropriate/recognizable experience of which at least 5 years must have been in management and 2 years in mental health. Knowledge of public service legislation, policies and procedures; Mental Health Care Act 17 of 2002, National Mental Health Policy Framework and Strategic plan 2023 – 2030 and the Quality Assurance Framework.
Duties :

Monitor the implementation of the strategic plans. Align individual performance to the strategic objectives of the unit. Report on the strategic frameworks/plans in the area of functional responsibility. Provide technical support to all levels of care including Contracted Care and mental health NGOs. Manage and monitor implementation of the policies and procedures. Develop systems to empower local communities, especially mental health service users and carers, to participate in promoting mental wellbeing and recovery within their community. Establish platforms for the promotion and protection of the human rights of people living with mental illness. Provide leadership in organizing and coordinating seminars/summits, workshops and mental health awareness campaigns at all levels of care. Ensure that there are efficient and effective Forensic Services and work with the specialised forensic teams to monitor the waiting times of forensic patients. Monitor implementation and management of the NHI Conditional Grant- Forensic Mental Health Services. Participate in collaboration with stakeholders e.g. DSD, DED, SAPS, NGOs, Hospitals, and community structures. Monitor the appropriate placement of mental health care users according to their level of functioning at Contracted Care and NGOs. Ensure the provision of effective and efficient Mental Health rehabilitation services of children adolescent and adults at all levels of care including Contracted Care and mental health NGOs. Monitor compliance with legislation, norms and standards to ensure provision of quality Mental Health Care services based on guidelines and protocols. Facilitate and conduct assessments of public and private health establishments, contracted care, NGOs. Facilitate Research to improve mental health service delivery. Facilitate capacity building of all mental health care personnel rendering MH Services in hospitals. Identify training needs related to mental health and liaise with training facilitators/HRD. Participate in the accreditation of mental health units (public and private) in the province.
