Requirements :

  • A SAQA recognized NQF level 7 tertiary qualification in Human Resource Management /Development . A Postgraduate qualification in Human Resource Management or Development will be an added advantage. A minimum of 5 years’ experience in the field of Education Training and Development at Middle Management Level. Experience in the health environment will be added advantage. Knowledge of Health Sciences environment and legislation applicable to Public Health. Ability to develop and / or manage curricula. Competencies needed: Good communication (written, verbal, presentation and negotiation skills. Ability to supervise, mentor and manage team. Knowledge in Project, Financial, Risk and Procurement. Ability to function independently. Knowledge of PFMA. Knowledge of curriculum development, policy development and application. Proficiency in computer skills in particular Excel, Word, Power Point and Outlook. A valid Driver’s Licence (with exception for people living with disabilities). Knowledge of policy development and application. Attributes: Ability to make informed decisions and solve problems. A high level of diligence and commitment in ensuring that all duties are performed according to standard, quality and meet time frames set for submission of training reports and spend budget within specified time frames. An independent critical thinker. Knowledge of Human Resource Development Legislations. Ability to work under pressure and meet set deadlines.

Duties :

  • The incumbent will be responsible for delivery of both generic and health related training programmes. Align National Human Resources Development strategy with Department and Provincial Strategies and plans. Manage, monitor training programmes and evaluate the impact in line with the department’s HRD strategy. Develop and facilitate the implementation of human development frameworks within Gauteng Health. Advise management and the department on Skills Development strategy, practices, procedures, guidelines and policies and ensure compliance with legislation. Liaise with Head Office, Institution & District Offices to ensure fair, unbiased and uniform interpretation of policies and guidelines. Build sound and sustainable relationships between the employer and the employees. Establish and maintain good relations with training institutions, service providers, Training and Development SITA, GCRA , NGO’s and all other stakeholders. Liaise and co-ordinate with governmental, non-governmental institutions and other structures and organizations. Represent the Department in various Forum meetings (Nationally and Provincially). Develop relationships across diverse groups of stakeholders. Manage and monitor implementation of the policies, guidelines and processes. Overall Management of the Regional Training Centres. Develop and manage systems for internal financial control and procurement systems for the Professional Development Directorate. Advise on curriculum development. Manage accreditation of the new training programmes and career pathing of the mid-level workers. Liaise with Higher Education Institution and School of Public Health on National and Provincial priority health projects. Develop systems for monitoring and evaluation of training programmes.
