Requirements :

  • Appropriate SAQA-recognized undergraduate qualification (NQF level 7) in Financial Management or Social Science. Postgraduate qualification (NQF level 8) in Financial Management will be an added advantage. Five (5) years’ experience in Financial Management at a Senior Management Level preferably in the Public Service and or Health Sector. A valid Driver’s Licence.

Duties :

  • Develop the business plan in line with the strategic objectives of the department, monitor the implementation of the business plans. Plan, organize and control activities pertaining to the component. Align individual performance to the strategic objectives of the unit. Report on the strategic frameworks/plans in the area of functional responsibility. Monitor and ensure effective and efficient co-ordination of activities. Develop operational standards and ensure the attainability & sustainability of the same. Compile monthly, quarterly and annual reports. Plan, organize and control activities pertaining to the component. Develop, monitor and ensure proper implementation of national and provincial policies, procedures, systems, and controls. Develop and implement fiscal policies. Advice and ensure compliance to policies, procedure and systems. Develop communication strategies and systems for the department. Advice and communicate on the strategies developed. Set performance standards and benchmarks against which to target achievement on revenue collection. Devise appropriate mechanisms and measures for credit management. Assist in the publication of the departmental Budget Statements and the Medium-Term Expenditure Framework. Prepare monthly and quarterly accruals and payments reviews and analysis of expenditure trends. Accounts payable and management reporting. Control the budget and expenditure of the Chief Directorate. To deal with all administrative issues related to payments of accounts within Department of Health. Analyse Payment proposal reports to advice Treasury and Budget Management on Monthly Cash flow required. Monitor expenditure trends. Ensure that all reports, returns, notices and other information which are submitted to the Executing Authority, the Provincial Treasury and the Auditor-General as required by the PFMA are timeous and accurate • Ensure compliance with the provisions of the Public Finance Management Act, 1999 and the Treasury Regulations. Ensure that the annual financial statements are accurately prepared and submitted timeously to the Provincial Treasury and the Auditor-General as required by the PFMA • Ensure that early warning systems on payments to suppliers both monthly and quarterly are accurately prepared and submitted to the Chief Financial Officer, Accounting Officer and Executive Authority within the stipulated period • Support the payment monitoring of the entities subsidized by the Department. Compile monthly, quarterly and annual accruals and expenditure for senior management. Compile monthly/ quarterly and annual accruals for financial statement and ensure department entities submit all reports on time. Process payment for non-government organizations and compile monthly expenditure report on non-government organizations. Petty cash management. Monitor expenditure, ledger accounts and budget for non-government organizations. Implement effective internal controls in the section to prevent duplicate payments. Advice on strategic financial and corporate governance matters pertaining accounts payable. Implementation of strategic management skills and project management principles • Liaise with the relevant departmental, public entities and supplier stakeholders on transverse finance issues. Manage and provide leadership to the staff. Ensure that all payments are in compliance with PFMA, PPPFA, TREASURY REGULATIONS and other financial policies and regulations. Develop partnerships and network with relevant stakeholders. Establish and maintain good relations within the department, NGOs and all stakeholders. Liaise and co-ordinate with governmental, non-governmental institutions and other structures and organizations. Represent the Department in various Fora meetings (Nationally and Provincially). Attend meetings with various structures. Develop relationships across diverse groups of stakeholders. Manage resources (financial, human and physical) ensure proper implementation of the budget by monitoring, projecting & reporting expenditure. Ensure that spending is maximized in line with strategic objective. Monitor and report on the utilisation of equipment. Evaluate and monitor performance and appraisal of employees. Ensure capacity and development of staff. Enhance and maintain employee motivation and cultivate a culture of performance management.
