Requirements :

  • Matric plus NQF level 7 qualification in Public Administration/ Politics/ Economic Policy/ Social Policy/ Public Policy and Governance/ Policy Studies or relevant qualification. Coupled with 5 years’ experience at a middle/senior managerial level in Policy and Research environment. Furthermore, the recommended candidate will be required to produce his/her SMS Pre-entry certificate as offered by the National School of Governance (NSG) prior to the appointment being made. Competencies: Demonstrate knowledge of policy analysis, formulation, and research, analytical and problem-solving, communication (written and verbal). Strong research, strategic, leadership, and management skills. Financial management skills. Programme and project management skills. People management and empowerment compete. A valid driver’s license.

Duties :

  • Manage and coordinate research function effectively and efficiently within the department. Manage and coordinate research team and working groups to advance the increased delivery of service and performance at municipalities. Manage and coordinate best practice research topics that will increase service delivery in the Department and Municipalities. Ensure the provision of evidence-based advice and decision-making to internal (department) and external (municipalities) stakeholders. Ensure the analysing of cabinet memos and resolutions and provide evidence-based advise and decision making. Ensure the development of TORs and concept papers. Manage the designing of the TORs and concept papers scope. Quality control TORs and concept papers. Management and evaluation of Service Providers work. Ensure the undertaking of research for the Department and Municipalities. Ensure the continuous improvement and identification of Departmental research needs with business units. Ensure liaison with internal and external stakeholders. Ensure the identification of possible research partnerships. Manage and ensure exchange of research information. Ensure liaison with academic institutions for research work. Maintain effective relations with all research stakeholders. Manage the updating of the research agenda and webinar series in consultation with business units. Ensure the communication of the research agenda and webinar series internally. Ensure the periodic reporting on the research agenda and webinar series. Oversee the development, implementation, monitoring and analysis of local government policies, regulations, frameworks and legislation. Review of local government policies, regulations, frameworks and legislation. Ensure the communication and workshopping of approved local government policies, regulations, frameworks and legislation. Ensure liaison with internal and external stakeholders. Ensure the identification of possible policy partnerships. Manage and ensure exchange of policy information. Manage and facilitate policy development workgroups. Ensure the development and management of database of all policy departmental stakeholders. Manage the Budget of the Directorate. Manage the skills development plan of the Directorate. Manage the PMDS of the Directorate. Manage the audit finding and queries of the Directorate.
