Requirements :

  • Matric plus NQF level 7 bachelor’s degree/(BTech) Degree in Town and Regional Planning, Development Studies, Development Planning, Monitoring and Evaluation, Public Management or relevant qualification to IDP; coupled by a minimum of 5 years of experience at middle management level either at municipal or provincial/national level or a combination of these and, preferably in the Integrated Development Planning, intergovernmental planning, spatial planning or related field. Furthermore, the recommended candidate will be required to produce his/her SMS Pre-entry certificate as offered by the National School of Governance (NSG) prior to the appointment being made. Competencies: Knowledge and understanding of legislation and policies governing Integrated Development Planning. Knowledge and understanding of National and Provincial programmes, policies and priorities relevant to integrated development planning. Knowledge and understanding of provincial government planning systems, processes, mechanisms associated with intergovernmental relations and coordination. Knowledge and understanding of the municipal integrated development planning processes, systems and functions. Knowledge and understanding of service delivery and associated challenges that government is faced with Intergovernmental planning tools and processes. Knowledge and understanding of legislation pertaining to Integrated Development Planning such as Municipal Systems Act No. 32 of 2000, Spatial Planning and Land Use Management No. 16 of 2013, relevant Provincial Government legislation (e.g. Public Finance Management Act) and understanding of local government processes to develop, review and implement IDPs. Interpretation and implementation of various legislation, programmes and policies relevant to integrated development planning ( the Constitution, Municipal Systems Act, Municipal Structures Act, IGR Framework Act, Spatial Planning and Land Use Management Act, applicable National and Provincial Policies IDP Guidelines, Mandates and Directives). Ability to distinguish between and support where necessary, the political and administrative mandates pertaining to integrated development planning in the province and across municipalities. Programme and Project Management associated with the development of IDPs, town planning, development planning, development related field. Ability to intertwine or use interchangeably the various processes, approaches and practices relevant to Integrated Development Planning. Ability to use various computer applications (Word, PowerPoint, Microsoft, Excel). Ability to analyse and assess integrated development plans and processes. A valid driver’s license Minimum Code 8 (EB).

Duties :

  • Manage the Integrated Development Planning Process on behalf of the MEC for COGTA in the Gauteng City Region. Ensure the submission of legally compliant IDPs across all 11 municipalities. Manage and facilitate the submission of Draft Municipal IDPs by 31 March. Manage and facilitate the submission of Final Adopted Municipal IDPs by 30 June (or 10 days thereafter). Ensure the convening of quarterly IDP Managers’ Forums with Municipalities. Prepare IDP Report to EXCO on overall IDP Assessments, Legal Compliance and Credibility. Promote the inclusion of DDM as a Chapter/ Component of Municipal IDPs. Ensure the development and review of the Provincial IDP Analysis Framework. Ensure facilitation and coordination of the Provincial Sector Department participation, involvement and assessment of Municipal IDPs and related processes. Promote the submission of Sector Departments’ written inputs to the Draft and Final IDP Assessment processes. Ensure participation and support to Regional Teams and Joint-Secretariat structures with a focus on the Spatial and IDP Pillars of the respective Support Plans. Ensure support to municipalities to engage specific sector departments on the IDPs or specific focus areas/ key performance areas (KPAs). Ensure facilitation and coordination of the MEC Commenting process. Manage the convening of regular coordination and facilitation sessions in the Province to align with IDP priorities and plans with national Department of Cooperative Governance (DCoG) guidelines and directives on IDPs that apply nationally. Manage and facilitate the provision of support to municipalities to align their IDPs with National and Provincial plans. Manage Directorate’s monitoring and reporting on the development, progress and review of IDPs in the province. Manage and facilitate the provision of support to municipalities by facilitation and coordination with specific national and provincial departments on specific priorities and plans. Manage and facilitate engagements between individual municipalities with COGTA internal Units on specific key performance areas (KPAs) and/ or specific areas of work (including projects and programmes). Ensure the establishment and coordination of the COGTA IDP Moderation Committee. Manage the development, implementation and review of the DDM One Plans (by Districts/Metros) and linkages to the respective Municipal IDPs. Manage and facilitate the development, implementation and review of the DDM One Plans as per national DCoG requirements. Ensure the facilitation and coordination of sector department participation and inputs into DDM, One Plans and linkages to IDP priorities. Ensure compliance with national and provincial requirements for DDM and One Plans. Manage and solve conflict within Directorate. Manage the Budget of the Directorate. Manage the skills development plan of the Directorate. Manage the PMDS of the Directorate. Manage the leave management of the Directorate. Manage the audit finding and queries of the Directorate.
