Requirements :

  • A National Diploma or Degree in Human Resource Management, Public Management or Public Administration with a minimum requirement of 3 years’ functional experience in a Human Resource Management environment. Successful completion of PERSAL Introduction Training and possession of the relevant certificate. Knowledge and practical understanding of the Occupational Specific Dispensation (OSD) framework will be an added advantage. Knowledge and understanding of relevant Human Resource Management prescripts, policies, procedures and legislation applicable to the Public Service. Knowledge of the Public Finance Management Act (PFMA) and other applicable regulatory frameworks will be an added advantage. Computer literacy, including proficiency in standard Microsoft Office applications. Good communication, interpersonal, organizational and administrative skills. Strong analytical, problem-solving and report-writing skills. Ability to work independently and under pressure while maintaining accuracy and attention to detail. Ability to maintain strict confidentiality in respect of employee and personnel matters. Commitment to the principles of professional, ethical and accountable Human Resource Management.

Duties :

  • The successful candidate will be responsible for, amongst others, the following: Supervise, guide and monitor junior Human Resource personnel and allocate daily work to ensure effective service delivery; Coordinate and monitor routine Human Resource administration, including appointments, transfers, promotions, mobility arrangements, terminations and leave administration; Coordinate and monitor salary and personnel administration transactions on the PERSAL system, including preliminary verification and quality assurance of transactions; Ensure that supporting documentation for PERSAL and personnel transactions is accurate, complete and processed within prescribed timeframes; Provide first-line guidance to employees and supervisors on routine Human Resource Administration and conditions-of-service matters; Monitor absenteeism, leave administration and RWOPS, and escalate complex matters to the HR Line Manager; Provide administrative support in the processing of incapacity leave and ill-health retirement matters in accordance with PILIR and applicable prescripts; Provide administrative and coordination support for approved recruitment and selection processes; Monitor overtime administration and maintain accurate records for management review; Conduct quality assurance checks on Human Resource records, PERSAL transactions and personnel documentation; Compile routine Human Resource statistics, reports and returns and submit them to the HR Line Manager within prescribed timeframes; Assist with the preparation of routine submissions, memoranda, reports and presentations; Maintain accurate, confidential and up-to-date personnel records and ensure effective records management; Monitor compliance with applicable Human Resource policies, procedures, delegations and prescripts within the area of responsibility; Provide professional and responsive first-line Human Resource support to employees and supervisors; Promote the principles of Batho Pele and maintain professional, ethical and confidential service delivery; Identify and escalate complex or sensitive Human Resource matters to the HR Line Manager; and Perform any other reasonable duties delegated by the HR Line Manager that fall within the scope of the post.
