Requirements :

  • Basic R.425 qualification (i.e. diploma / degree in nursing) or equivalent qualification that allows registration with the South African Nursing Council as a Professional Nurse. Diploma / Degree in Nursing Administration or Health Services Management of at least one-year duration and is registered as such by the South African Nursing Council will be an added advantage . Diploma / Degree in Nursing Education IS essential . A minimum of ten (10) years’ appropriate/ recognizable experience in nursing after registration as a professional nurse with SANC in General Nursing. At least five (5) years of the period referred to above must be appropriate / recognizable management experience at Assistant Manager Nursing or Deputy Manager Nursing level. Must be computer literate and have a valid driver’s license. Possess strong leadership, effective communication and sound interpersonal skills are necessary. Excellent verbal and written communication skills. Ability to work under pressure. Ability to work independently and in a multidisciplinary context. Analytic thinking, independent decision making and critical thinking skills.

Duties :

  • Provide strategic leadership and executive oversight of nursing and midwifery services across the district, reporting directly to the Chief Director and serving as a member of EXCO. Provide expert nursing advice to executive and senior management structures and contribute to strategic planning, policy development, governance and district-wide decision-making. Provide professional, technical and management leadership for quality nursing and midwifery care across all district programmes, including Primary Health Care (PHC), Mental Health, Clinical Forensic Medical Services (CFMS), Health Programmes and other relevant service-delivery programmes. Promote integrated, patient-centred, accessible, efficient and effective nursing services across all levels of care. Lead the development, implementation, monitoring and evaluation of nursing and midwifery policies, programmes, standards, practices and procedures in line with legislation, national and provincial priorities and South African Nursing Council requirements. Promote nursing ethos, professionalism, ethical practice, accountability and clinical governance. Lead the implementation of the National Strategic Direction for Nursing and Midwifery Education and Practice, the Guidelines for Clinical Nursing Education and Training Units, the South African Nursing Council Nursing Practice Standards, Nursing Education and Training Standards, Continuing Professional Development Framework and National Nursing Leadership Competency Framework. Provide strategic oversight of clinical nursing education and training, including the coordination of student nurse clinical placements, clinical learning environments, supervision, mentorship and collaboration with nursing education institutions. Lead nursing workforce development, professional development, leadership development, succession planning and competency improvement across the district. Promote research, innovation, evidence-based nursing practice and the implementation of nursing development initiatives that improve patient outcomes and service delivery. Lead nursing quality assurance, clinical governance, patient safety, risk management and continuous quality improvement across all district programmes. Monitor nursing performance and service-delivery indicators, identify gaps and coordinate interventions to address risks and improve outcomes. Utilise nursing information systems, information technology and management information systems to support nursing planning, monitoring, reporting, performance management and evidence-based decision-making. Promote and participate in inter-professional and multidisciplinary collaboration and represent nursing and midwifery services in relevant district, provincial, professional and inter-sectoral structures. Provide strategic oversight of nursing resources, including human, financial, material and technological resources, in accordance with legislation, policies, directives and service-delivery priorities. Lead and coordinate district-wide nursing projects, service-delivery improvement initiatives and change management processes. Identify systemic challenges affecting nursing across PHC, Mental Health, CFMS and Health Programmes and lead appropriate strategies and interventions. Monitor, evaluate and report on nursing and midwifery performance across all district programmes and establishments, promoting accountability, continuous improvement and alignment with district health outcomes and strategic priorities. Advise the Chief Director and EXCO on emerging nursing and midwifery matters, regulatory requirements, workforce challenges, service-delivery risks, professional trends and opportunities for innovation, while providing strategic leadership to position nursing and midwifery as an integral component of district health planning, programme implementation and executive governance.
