Requirements :

• I. The Member of the Executive Council responsible for Finance and Economic Development in Gauteng Province hereby calls for nominations in terms of Treasury Regulation 20 issued in accordance with the Public Finance Management Act, Act No 1 of 1999 (‘the “PFMA”) of candidates to serve as Members of a Committee of Inquiry for a period of three (3) months into the affairs of the Gauteng Liquor Board (GLB). II. The Committee of Inquiry is to investigate and make recommendations to the MEC into fraudulent and corrupt activities in the illegal, unlawful, illegitimate, and unethical conduct of individuals, pertaining to the issuing of licences and permits, and the licensing of liquor establishments. The Committee will also review the GLB Automation System and make recommendations to the MEC. III. All interested persons are hereby invited to submit their written nominations for appointment as members of the Committee of Inquiry. IV. Before appointing the Committee of Inquiry, the MEC must invite, through the media and by notice in the Provincial Gazette, nominations of candidates for appointment. V. The Committee of Inquiry shall consist of no less than five (5) members. The MEC shall appoint the Chairperson of the Committee of Inquiry. VI. The MEC must ensure that the Committee of Inquiry:- a) represents a broad section of the population of Gauteng with special attention to race, gender, disability, geographical spread and organisation based in rural areas; b) has members with experience in law and appointed as attorneys/advocates; c) has members who has experience in forensic investigations; d) has members with experience in business; e) has members with experience in the work of Treasury Regulation 20 Committees of Inquiry. VII. A person may not be appointed as a Committee of Inquiry member if he/she:- a) is not a citizen of the Republic, and resident in the Province; b) is a Member of Parliament, a Provincial Legislature, a Municipal council or a House of Traditional leaders established in terms of the Constitution; c) is an un-rehabilitated insolvent; d) is of unsound mind, as declared by a competent court; e) has at any time been convicted of an offence involving dishonesty; f) has at any time been removed from an office of trust on account of misconduct; and g) has previously been removed from other Committees for a breach of committee rules. VIII. The nomination must include the following information:- a) The full names of the nominee; b) Motivation for the nominee; c) A certified copy of the nominee’s identity document; d) Certified copies of the nominee’s qualification/s; e) Comprehensive CV of the nominee; and f) A letter of consent from the nominee to serve as a Committee of Inquiry Member. IX. A person may nominate himself or herself.
