Requirements :

  • A recognized three or four-year qualification, which must include a professional teacher qualification plus 9 years’ teaching experience in the educational field with credible, relevant management experience. Must be registered with SACE. Proven management and leadership skills and an understanding of Gauteng Provincial Government strategic vision, priorities and Public Service Legislation. An in-depth knowledge of Education legislation and policies as well as conflict and change management. Knowledge and understanding of the National Qualification Framework (NQF), PFMA, SAQA, and related Legislation. Must have knowledge of Procurement procedures and processes and application of Supply Chain Management prescripts. An understanding of LTSM Electronic Procurement Management System (EPMS) and SA-SAMS. Working experience in Programme and Project Management. An understanding of LTSM-ICT strategy will be an added advantage. Planning, organizing, leading, and controlling skills, analytical, problem solving, conflict management and facilitation skills are essential. Excellent report writing, data collection and analysis skills are critical for this post. Advance End-user computing in all office applications i.e Ms Word, Ms Excel, Ms Access, Ms Outlook and Powerpoint. Valid driver’s license.

Duties :

  • Manage and coordinate LTSM procurement processes for Districts, Public Ordinary and Special Schools. Manage the provision of LTSM and the Universal LTSM coverage to all public ordinary schools. Monitor, guide, support and report on the implementation of LTSM on ordering, requisitioning and delivery processes. Manage, guide and support implementation of inventory management and retention and retrieval of LTSM in schools. Advise districts and schools on the relevant and appropriate use of the allocated LTSM budget. Assist the Directorate to report on the key deliverables to all relevant stakeholders. Communicate with districts on all matters relating to LTSM. Hold monthly meetings with districts to brief them on matters relating to the procurement of LTSM. Monitor all processes of LTSM in Districts. Manage 20% compliance and 80% support to schools and districts. Manage the development and monitor the implementation of policies by districts and schools. Manage the requisitioning, ordering and delivery of LTSM DBE Workbooks to schools and distribution to learners. Manage Staff within the Sub-Directorate and ensure that Performance Management Development System (PMDS) is executed. Manage human, physical and financial resources. Manage the Sub-Directorate’s budget and expenditure.
