Requirements :

• An appropriate recognized 3-year National Diploma/ Degree (NQF Level 6/7) in Public Administration /Public Management /Administrative Management/ Office Administration or Management/Management Assistant/ Office Management and Technology plus a minimum of 2 years relevant experience in the Early Childhood Development (ECD) environment. A qualification in Accounting/Financial Management will be an added advantage. Knowledge and understanding of PFMA, ECD Subsidy Guidelines, legislation/ Policy frameworks for funding of ECD services, processes and procedures governing the monitoring and evaluation of ECD services in the Department. Knowledge and understanding of the Departmental processes regarding the administration of the ECD Conditional Grant. computer literate. Good planning and coordination, analytical, report writing, teamwork, communication and interpersonal relations skills, honesty and innovative, Advance computer skills (Microsoft Word, Excel, PowerPoint, Outlook etc.). A valid drivers’ license is a requirement.

Duties :

• Compilation and submission of monthly expenditure reports, quarterly progress reports, annual reports on ECD Conditional Grant and Equitable Share. Compilation and submission of the annual ECD Conditional Grant Business Plan as per the Framework, maintenance of the database of the funded ECD through ECD Conditional Grant and Equitable Share. Monitor the expenditure of the funded ECD centres through ECD Conditional Grant and Equitable Share. Attend National and provincial ECD Conditional Grant meetings and workshops. Prepare logistical arrangements for National oversight visits in the province. Liaise with School Financial Management & Governance, Budget and Districts relating to payments, expenditure reports and any other issues pertaining to ECD Conditional Grant and Equitable Share budget. Consolidation and quality assurance of ECD maintenance grant lists from the districts. Monitor completed ECD maintenance projects for updates and re-registration. Consolidate, quality assure and submit evidence for Audits for ECD Conditional grant. Maintenance of database of ECD practitioners and staff employed in ECD centres benefiting from ECD Conditional grant.
