Requirements :

  • An appropriate Bachelor’s Degree/ Advanced Diploma in Finance/Supply Chain Management/ Public Management or relevant tertiary qualification at NQF level 7 as recognized by SAQA. A minimum of five (5) years applicable experience in Supply Chain Management at Middle-Management Level (Deputy Director). A valid Driver’s Licence. Excellent written and verbal communication skills including report writing. Proven ability to communicate and interact with a high-level. Knowledge of Financial legislation and regulations, including exposure to the Preferential Procurement Policy Framework Act (PPPFA), Preferential Procurement Regulations, Treasury Regulations, Broad-Based Black Economic Empowerment Act (BBBEEA) and the Public Finance Management Act (PFMA).

Duties :

  • Implement and monitor procurement policies and procedures at the institution. Implement and manage integrated Supply Chain Management systems. Ensure that the hospital adheres to requirements of PFMA and other approved departmental policies and procedures. Ensure that the procurement of goods and services is transparent and fair to all suppliers and that quality is upheld at all times. Establish systems of internal control for compliance with Treasury Regulations and the PFMA. Strategic planning for Supply Chain Management in line with departmental plans. Conduct commodity analyses and checking for alternatives in cases of strategic purchases. Devise a procurement strategy that optimizes the balance between achieving lowest cost purchases and sustainable SMME development. Serve as an advisor to the institution’s management on matters pertaining to adjudication of tenders. Manage and review the SLA agreement between the Department and E-GOV. Provide continuous support to procurement officials in order to maintain quality and cost effectiveness of the supply of goods and services. Strengthen communication channels between E-GOV and the department on issues pertaining to Supply Chain Management. Improve process efficiency based on standardization and simplification. Manage stock holding and wastage throughout the shared Supply Chain. Provide technical assistance with regard to complex requirements for goods and services. Manage and review personnel performance. Serve on various internal and external committees and provide input into the development of provincial policy and strategy on the provision of health/medical care.
