Requirements :

  • A SAQA recognized NQF level 7 tertiary qualification (Bachelor's Degree/Advanced Diploma) in Financial Management/ Management Accounting or Public Finance· Five (5) years relevant experience at Middle Management level (Deputy Director) in a Financial Management sphere· Knowledge of Financial, Accounting and Supply Chain Management functions. Sound knowledge and understanding of Policies, Procedures, Financial Regulations, Public Finance Management Act; Public Service Regulations, National Treasury Regulations, Guidelines and Directives (MTEF,ENE); Preferential Procurement Policy; Government Supply Chain Management Framework; Government Budget Systems; Government Financial Systems (PERSAL,BAS,GAAP and GRAP) Skills required: Leadership; Planning and Organizing. Ability to work under pressure and long hours, Report writing· Advanced computer skills A valid driver's licence (with exception of persons with disabilities).

Duties :

  • Perform Financial Management of the District and Sub-Districts i.e. Budget, Revenue, Cash Management, Accounts Payable, Supply Management and Asset Management in accordance with, the Provisions of the Public Finance Management Act 1999 (as amended) and Treasury Regulations· Ensure that planning is aligned to the Budget Planning Process· Ensure that appropriate internal controls and reporting systems are established and maintained. Manage, control and monitor financial, human, facility, equipment, information and other resources· Ensure effective and efficient delivery of Public Sector Health care services within the Johannesburg Health District· Execute duties and functions necessary to support the statutory and executive responsibilities of the Chief Executive Officer as well as those that may, reasonably be delegated and assigned from time to time by the supervisor .Drive the reconfiguration of the finance unit to yield an effective organizational structure and Manage all the resources allocated to the directorate. Maintain continuous communication with suppliers and stakeholders.
