Basic qualification accredited with the South African Pharmacy Council (SAPC) that allows registration with the SAPC as a Pharmacist (B. Pharm Degree). Registration with the South African Pharmacy Council (SAPC) as a pharmacist. A minimum of ten (10) years appropriate post registration experience, of which 5 years must be at a management level. Post-graduate qualification in management will be an added advantage. A valid Driver’s Licence (with exception for persons with disabilities). Proven, experience and understanding of the pharmaceutical services value chain in the Health Sector. Knowledge and understanding of Pharmaceutical services business partnering. People leadership and management. Client orientation and Change management. Good Communication skills (written and spoken). Report writing. Computer literacy and Project Management. Knowledge and understanding of the legislative frameworks governing the Public Health and Public Service. Ability to work with cross-functional teams. Excellent coordination and project management skills. Experience in leading and managing business transformation, change and diversity. Team player. Willingness to work under changing and challenging environment.
Duties :

The incumbent will be responsible for the comprehensive management of pharmaceutical services, laboratory and blood services in terms of relevant legislations and directives. Provide guidance and leadership towards the establishment and realization of strategic goals and objectives of the division. Formulate and manage the component’s budget against its strategic objectives. Oversee the development of Business and Operational Plans to give strategic direction to the Division by supporting, managing & coordinating the activities of the following Sub-Divisions: Pharmaceutical Services, Medical Supplies Depot, Districts and Institutional Pharmacies. Ensure compliance with and oversee the implementation of Pharmacy Policies, Directives, Standard Operating Procedures . Actively participate in the development and implementation of service norms and standards and relevant NHI and other projects towards UHC. Manage performance agreements with stakeholders. Develop and implement systems to measure availability, accessibility and utilization of pharmaceutical and clinical support services within the province. Lead the optimal functioning of governance structures, Provincial pharmacy and therapeutics committees, lab and blood services committee within the province. Ensure the effective and efficient systems in demand planning, contract management, procurement, inventory management, distribution, payment of suppliers and logistics management. Ensure the development and implementation of appropriate communication and reporting structures to internal and external stakeholders for routine reporting and for queries and complaints. Plan, co-ordinate, advise and monitor all the drug acquisition and utilization. Develop, implement, maintain and utilize IT systems and other management information system to enhance decision making and service delivery. Ensure the identification and implementation of efficient and most suitable work procedures. Establish, maintain and ensure a good working relationship within the department and relevant stakeholders. Manage and utilize human resources in accordance with relevant directives and legislation. Represent pharmaceutical services and the department at relevant meetings.
