A SAQA recognized NQF Level 7 tertiary qualification in Health Sciences. Proof of registration with a health professional body. A Postgraduate qualification (NQF level 8) will be an added advantage. A minimum of five (5) years 'experience in Health Care sphere at a Senior Management level in the Public Service and or Health Sector environment, with at least two (2) years’ experience in management at hospital level. A valid Driver’s Licence (with exception for persons with disabilities). Must be computer literate.
Duties :
-
Comprehensive management of hospital services in terms of relevant legislative frameworks and delegations. The management will include: Supervision of identified employees * Drive Modernisation of tertiary care strategy, ensure co-ordination of centres of excellence, ensure equity of access to highly specialised services for Gauteng population and neighbouring provinces and implementation of departmental service plan. * Ensure decentralisation of services to appropriate levels of care. * Systems development i.e. to ensure accurate statistics and reports particularly on highly specialised services. * Ensure liaison with district and emergency services and the implementation of the cluster patient referral system* Revise guidelines on appropriate referral system to ensure that Hospital Boards function to guide and govern relationships. * Work collaboratively with CEOs of hospitals and finance branch to achieve a balanced budget. Focus on clinical inefficiencies and develop uniform approaches for management. * Actively provide support to ensure management of operational HR issues, overtime including Commuted Overtime, implementation of the foreign health professionals’ policy, management of Medical Interns and Community Service staff as well as providing oversight on the management of RWOPS. Physical resources and support services i.e. EDL re-enforcement, improve security administration and stock control. Management of Minimum Data Set for Hospitals, ICU bed and criteria, early warning system and alert the Head of Department and Deputy Director-General of Clinical Services of impeding problems. Ensure implementation of the Electronic Health Record in all hospitals in the Province. Ensure implementation of the relevant activities outlined in the Departmental and Provincial Plans. Develop Policy in collaboration with strategic support division. Facilitate and ensure overall system for strategic planning, monitoring and review of delivery against strategic objectives. Establish links with regional structures. Develop cutting edge and excellent hospital services in support of the overall goals of the Gauteng Department of Health. Provide Clinical Support and Advise to the DDGs and HOD in any way deemed appropriate and necessary.
