An appropriate qualification (NQF6/7) in Human Resources Management/Development/ Labour Relations with a minimum of five (05) years relevant experience in Human Resource Management of which three years should be on supervisory level (Level 7/8) preferably in the public sector. Experience in a Health environment will be an added advantage. Knowledge and understanding of Public Service Legislation frameworks. Extensive knowledge and experience of the PERSAL system and Human Resource Administration processes. Knowledge of the Public Services Act, Public Finance Management Act, Basic Conditions of Employment Act, Labour Relations Act, Skills Development Act, and other Legislative Prescripts that govern Human Resource Management. Good writing and verbal communication skills. Must have Good People Management, presentation skills, leadership, planning, organizing, problem solving and conflict management skills. Ability to multitask and prioritize. Ability to work in a high volume and highly pressurized environment. Driver's license and computer literacy (MS Word, MS Excel, and PowerPoint) are essential.
Duties :

Lead and manage the Human Resource department in the institution. Implement and interpret policies, regulations, directives, and guidelines. Implement and maintain sound quality management system, including applicable legislations, policies, good practice, and standards. Supervise and manage performance of the Human Resources staff, leave and work attendance by staff. Responsible for Recruitment & Selection, Leave Management & PILIR, Salary Administration, PMDS, Training, Organisational structure, Human Resource Information Management, processes. Conduct and facilitate HR trainings, guidance and support to HR staff and line managers in the institution. Responsible for daily delivery of mandates to e-GOV. Daily approval of mandates/ submissions related to appointments, transfers, terminations, salary administration, housing, leave and other conditions of service. Manage OSD and non-OSD processes. Approve PERSAL transactions such as leave and overtime and others. Monitor the capturing of PERSAL transactions by Human Resources team. Manage staff establishment and post filling. Draw up a post filling plan. Provide strategic and operational support to staff and line managers. Manage the Performance Management and Development System (PMDS) and the implementation thereof. Compile and submit reports or any other HR related submissions such as Budget bilateral. Manage audit queries. Manage and implement ORW, Disclosures/disclosures. Monitor overtime capturing of the overtime authorization for overtime. Serve on relevant statutory committees as required. Develop and implement relevant strategic and Operational Plans with monitoring and evaluations to achieve Hospital Objectives. Prepare and submit consolidated monthly, quarterly, and annual reports to the Manager. And do ad hoc duties as an when required.
