A Degree in Social Work (NQF 7). Registration with the South African Council for Social Service Professions (SACSSP) as a Social Worker. Ability to implement chapter 5 and 6 of the Children’s Act 38 of 2005, PFMA, National Integrated ECD Policy, Norms and Standards relating to Partial Care and ECD programmes, ECD Subsidy Guidelines and any other relevant legislation related to ECD services. Knowledge and understanding of early childhood development environment. Knowledge or experience in the field of ECD and Partial Care will serve as an added advantage. Computer literacy. Have communication, coordination, planning and organizing, report writing skills, teamwork and advance computer literacy. Accomplish tasks, use resources effectively and work independently. Ability to work under pressure and multitask. Uphold professional and ethical conduct as per South African Council for Social Service Professional Code of Ethics. Knowledge of ECD Conditional Grant. Government policies and legislation on ECD. Programme and project management skills. Information and knowledge management skills. People management and empowerment skills. Advance computer skills (Microsoft Word, Excel, PowerPoint, Outlook etc). A valid drivers’ license is essential.
Duties :
-
Implementation of Children’s Act, ECD policy, strategies, norms and standards relating to ECD services. Provide technical support to the ECD programme and ensure that all deliverables of the ECD conditional grant and Equitable Share are met. Compile provincial reports of funded ECDs through ECD Conditional grant Framework and Equitable Share. Facilitate capacity building sessions on the ECD conditional grant compliance. Monitor district performance on funded ECD Centres that are funded through Equitable Share and ECD Conditional Grant and the distribution of Health and Safety packages through ECD Conditional Grant. Liaise with districts relating to ECD centres and programmes benefiting from ECD Conditional Grant. Quality assures funding recommendations from the districts. Keep records of registration documents of all registered ECD sites. Verification of assessed ECD applications and referring the batches to EMIS Directorate for allocation of EMIS numbers. Printing certificates with EMIS numbers. Serve as the secretariat for the Provincial ECD Management and District Meetings.
