Requirements :

• An appropriate bachelor’s degree or National Diploma (NQF Level 6/7) in Public Health or equivalent. A minimum of 5 to 10 years of appropriate experience in the HAST/HIV/AIDS and TB environment, of which at least 2 years must be at a supervisory level. Valid driver’s license and computer literacy. Knowledge & Skills: Deep understanding of the National Strategic Plan (NSP) for HIV, TB, and STIs. Strong knowledge of the District Health Information System (DHIS), the Public Finance Management Act (PFMA), and departmental policies. Excellent analytical, report-writing, communication and stakeholder engagement skills. Supervision and control of subordinates.

Duties :

• Provide leadership and coordination of HIV, AIDS, STI, and TB prevention programmes within the district. Ensure effective implementation, monitoring, and evaluation of prevention interventions such as HIV Testing Services (HTS), PrEP, PEP, VMMC, condom distribution, and sexual and reproductive health services. Monitor programme performance, ensure compliance with policies and guidelines, strengthen integration of services within PHC and community platforms, support capacity building of healthcare workers, coordinate stakeholders and partners, manage programme resources, and prepare reports to achieve district, provincial, and national prevention targets. Facilitate, coordinate, and monitor the implementation of the comprehensive HAST program in the district. Provide strategic leadership, mentorship, and support to clinics, hospitals, and non-governmental organizations implementing HAST services. Analyze HAST data, identify gaps in service delivery (such as ART linkage to care and TB success rates), and implement corrective quality improvement plans towards achieving 95 95 95 strategy targets. Manage human, financial, and logistical resources within the HAST sub-directorate. Ensure accurate and timely reporting to district, provincial, and national health authorities. Establish and maintain strategic partnerships with internal and external stakeholders, community structures, and civil society.
