Requirements :

  • A Matric/Senior Certificate plus an undergraduate qualification at NQF Level 6/7, as recognised by SAQA, in Accounting, Auditing, Financial Management, or an equivalent qualification relevant to the financial environment. A minimum of 1–2 years’ relevant experience in financial administration. Possession of a valid driver’s licence. The candidate should have knowledge and understanding of, Human Settlements legislation and applicable policies in line with the various grants, Division of Revenue Act (DoRA),Public Finance Management Act (PFMA),National Housing Code, Housing Subsidy System (HSS), Basic Accounting System (BAS) and SAP and the applicable financial administration and grant management processes. Duties :

  • Implement and monitor one-point-of-entry processes and procedures in accordance with applicable legislation, prescripts, policies, norms and standards. Receive, verify and ensure the completeness, accuracy and compliance of grant payment claim and supporting documentation. Capture validated claims and ensure the accurate processing of payment claims on the OPE register. Expenditure monitoring & cost Control, keeping a close track of human settlements expenditure against the active budget framework, in line with SCOA including reconciling budgets to identify budget variances, underspending, or unauthorized overspending. Liaise with Departments budget unit and various project managers to verify SCOA allocations and resolve general ledger queries. Budget administration & capturing, loading, and updating various grants budget at the beginning of the financial year, weekly, monthly and during adjustment. Analyse claims and implement appropriate rejection processes for claims that do not comply with legal, regulatory and internal control requirements. Facilitate the signing and administration of funding agreements between municipalities, entities and the Department including the reconciliation of all funds paid. Develop, maintain and implement the annual transfers report, and circulate reports to relevant stakeholders. Compile and perform reconciliations between the Basic Accounting System (BAS) and Housing Subsidy System (HSS), investigate discrepancies and facilitate corrective action where required, including processing of journals. Review and monitor financial authorisations to ensure compliance with applicable delegations, policies and financial control procedures. Compile and submit monthly financial and non- financial reports and provide accurate financial information to relevant stakeholders within prescribed timeframes. Maintain accurate financial records, non-financial records and supporting documentation in accordance with applicable financial management policies, procedures and legislative requirements.
